In order to deal with the consequences of withdrawing from the federation, Prime Minister Mamadou Dia proclaimed a state of emergency on August 21, On August 25, , the National Assembly adopted a constitution creating a mixed parliamentary-presidential system in Senegal. The Republic of Senegal was formally proclaimed on September 5, , with Léopold Sédar Senghor as president (head of state) and Mamadou Moustapha Dia as prime minister (president of the member Council of Ministers).
