A jurist and diplomat, Chaudhry Sir Muhammad Zafarullah Khan, KCSI, who served as the first foreign minister of Pakistan and the first Asian and the only Pakistani president for both the UN General Assembly and also the International Court of Justice was born on 6 February in Sialkot to Ch. Nasrullah Khan who was the leading attorney of his native town of Daska. He studied at Government College, Lahore and received his LLB from King's College London, in He was called to the bar at Lincoln's Inn, London. He practised law in Sialkot and Lahore.
Zafarullah Khan was elected a member of the Punjab Legislative Council in and presided at the Delhi meeting of the All-India Muslim League in , where he advocated the cause of the Indian Muslims through his presidential address. He participated at the Round Table Conferences held from to and became the Minister of Railways in May In , he represented India at the League of Nations. He was appointed the Agent General of India in China in and represented India as the Indian Government's nominee at the Commonwealth Relations Conference in , where he spoke on India's cause for freedom.

ISLAMABAD: Barrister Zafarullah Khan said on Friday that it is a good sign that all parties respect each others’ mandate as that would enrich the democratic culture in the country.
He said that the people had expressed their will and given a divided mandate with their provincial identity, especially in Khyber-Pakhtunkhwa, adding that there should be dialogue among democratic forces.
He said that as stipulated in the 18th Amendment, the National Finance Commission Award is expected to be announced next year and that problems like provincial autonomy, right to resources and new Local Government System will be in focus of the next elected government.
